Joriy yilning 24 avgust kuni “Facebook” ijtimoiy tarmog‘i “antikorrupsiya” guruhida “Tadbirkor bank mafiyasi ichida qoldi” mavzusidagi, ya'ni “O‘zmilliybank” AJ Uchqo‘rg‘on filiali tomonidan «POKIZA YAAA» MChJga 5,9 mlrd. so‘m kredit ajratishdagi muammolar haqida joylashtirilgan murojaatga munosabat.

Namangan viloyati, Uchqo‘rg‘on tumanida joylashgan “POKIZA YAAA” MChJ tomonidan “O‘zmilliybank” AJ Uchqo‘rg‘on filialiga “bolalar tagligi va tekstil mahsulotlari ishlab chiqarish” maqsadida ishlab chiqarish bino-inshootlarini qurish uchun 5,9 mlrd. so‘m miqdorida kredit mablag‘i ajratish so‘ralgan.

Kredit ta'minoti sifatida, boshqa yuridik shaxsga tegishli bo‘lgan qurilishi tugallanmagan ko‘chmas mulk taqdim qilingan, ya'ni ko‘chmas mulk hujjatlar bo‘yicha 5 qavatli deb ko‘rsatilgan bo‘lib, bugungi kunda faqatgina 3 qavatida qurilish ishlari olib borilayotgan tikuvchilik sexi binosi hisoblanadi (foto suratlar keltirilmoqda).

“POKIZA YAAA” MChJ tomonidan bank krediti olish yuzasidan taqdim etilgan barcha hujjatlar, garov ta'minoti sifatida taqdim qilingan mulklar holatlari amaldagi qonunchilik va ichki me'yoriy hujjatlarga muvofiq o‘rganib chiqilgan va hujjatlarda aniqlangan kamchiliklarni bartaraf qilish hamda loyiha yo‘nalishiga muvofiq qo‘shimcha hujjatlarni taqdim qilish so‘ralgan.

Jumladan, qurilishga oid loyiha-smeta hujjatlari, loyihaning texnik-iqtisodiy asoslarini qayta ishlab chiqish, kelgusida kutilayotgan moliyaviy ko‘rsatkichlarni asoslantirish hamda amaldagi talablarga asosan tashabbuskor tomonidan investisiya loyihasini amalga oshirishda loyiha qiymatining 30%dan kam bo‘lmagan miqdorida o‘z mablag‘lari bilan ishtirok etishi lozimligi so‘ralgan.

Shu o‘rinda qayd etib o‘tish lozimki, korxona ta'sischilariga tegishli bo‘lgan yana bir korxonaga 2019 yilda “O‘zmilliybank” AJ Uchqo‘rg‘on filiali tomonidan “tikuvchilik sexini (garovga qo‘yish rejalashtirilgan bino foto suratlari keltirilgan) qurish” maqsadida 3,85 mlrd. so‘m miqdoridagi kredit mablag‘lari ajratilgan. Ushbu loyiha biznes rejasiga muvofiq 2020 yil IV choragida ishga tushirilishi belgilangan. Biroq, bugungi kungacha loyiha ishga tushirilmagan.

Shuningdek, mazkur kreditga xizmat ko‘rsatish davri mobaynida ajratilgan kreditlar bo‘yicha asosiy qarz va foiz to‘lovlari kechiktirilib, bugungi kun holatiga 155,0 mln so‘m miqdorida muddati o‘tgan qarzdorlik vujudga kelishiga yo‘l qo‘yilgan.

Murojaatda keltirib o‘tilgan, “bankdagi byurokratiya va korrupsiya oqibatida bu bankdan katta zarar ko‘rmoqda” deya qayd qilingan. Korxona ta'sischilariga tegishli bo‘lgan ikkinchi korxonaga 2019 yilda “O‘zmilliybank” AJ tomonidan yuqorida ta'kidlangan kredit mablag‘i ajratilgan. Ushbu kredit ajratish jarayonida mijoz tomonidan bank xodimlariga nisbatan hech qanday e'tirozlar bo‘lmaganligiga qaramasdan kreditni qaytarish va loyihani belgilangan muddatlarda ishga tushirish bo‘yicha o‘z majburiyatlari lozim darajada bajarilmasdan kelinmoqda.

Tadbirkorning so‘zlarida keltirib o‘tilgan holat, ya'ni bank xodimlari tomonidan tadbirkorga kredit mablag‘larini ajratishda byurokratiya va korrupsiya holatlari yuzasidan huquqni muhofaza qilish organlariga murojaat qilish huquqidan foydalanishi mumkinligini bildirib o‘tamiz.

“POKIZA YAAA” MChJ tomonidan bankka kredit ta'minoti sifatida garovga qo‘yilayotgan ikkinchi ko‘chmas mulk qurilishi boshlangan va yerto‘la qismi tugallangan, xolos.

Murojaatda esa ushbu bino bo‘yicha “tadbirkor o‘z hisobidan qurilish ishlari boshlangani, 80% bino, inshoot tayyor bo‘lgan” deb keltirgan, haqiqtada esa 10% ish bajarilgan, buni joyiga borib olingan foto suratlar tasdiqlaydi.

Bank ajratilayotgan kreditlarni o‘z vaqtida qaytarilishini ta'minlash uchun loyihani amalga oshirish natijasida korxonaning kelgusida yetarli pul oqimlariga ega bo‘lishini bilishi lozim.

Buning uchun ishlab chiqarish binosi qurib bitkazilgach, “bolalar tagligi va tekstil mahsulotlari ishlab chiqarish” uskunalarini sotib olish, o‘rnatish, ishga tushirish, xom-ashyo bilan ta'minlash, kommunikasiyalarga ulanish, ulardan foydalanish hamda ishchi kuchlar jalb qilish xarajatlari manbalari asoslab berilishi lozim.

Shuningdek, “POKIZA YAAA” MChJ tomonidan oldin berilgan murojaatga asosan bankning respublika apparati xodimlari tomonidan 2021 yil 13 avgustda joyiga chiqqan holda “O‘zmilliybank” AJ Namangan viloyat va Uchqo‘rg‘on filiali xodimlari birgalikda tadbirkor bilan uchrashilgan, qurilishi rejalashtirilgan mulklar joyiga chiqib o‘rganilgan, barcha masalalar tushuntirilib suhbat bayoni tuzilgan.

Tadbirkor ushbu loyihaga kredit ajratilishida amaliy yordam so‘rab bankning bosh ofisiga kelganida, Boshqaruv Raisi o‘rinbosari, Ijro apparati va kreditlovchi departamentlar direktorlari ishtirokida 2021 yilning 16 va 19 avgust kunlari qabul qilingan (foto suratlar keltirilmoqda).

Bankning Bosh ofisida tadbirkor bilan suhbat davomida loyiha bo‘yicha hujjatlardagi kamchiliklarni bartaraf qilish hamda loyiha yo‘nalishiga muvofiq qo‘shimcha hujjatlarni taqdim qilish so‘ralgan (2021 yil 19 avgustda 02/5-633/31-sonli xat tadbirkorning shaxsan qo‘liga berilgan, o‘qib tanishib savol-javob tarzida suhbat qilingan).

"O‘zmilliybank" AJ doimo tadbirkorlarning yangi g‘oya va tashabbuslarini moliyaviy qo‘llab-quvvatlab kelmoqda, birgina joriy yilning o‘tgan davrida ajratilgan kreditlar hajmining o‘tgan yilning mos davriga nisbatan 113 foizga o‘sganligi ham buning yaqqol isbotidir. Buning uchun kredit resurslari ham yetarli.

Biroq, tadbirkorlardan ham Bank ishonchini yo‘qotmasliklarini, kredit olishda to‘g‘ri va aniq hujjatlar taqdim etishlarini, shuningdek, olgan kreditlarini o‘z vaqtida qaytarish choralarini ko‘rishlarini so‘raymiz.

1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
