O'zbekiston Respublikasi Oliy Majlisi Qonunchilik palatasida shu yil 8-sentyabr kuni Sanoat, qurilish va savdo masalalari qo'mitasining kengaytirilgan yig'ilishi bo'lib o'tdi. Unda deputatlar, vazirlik va idoralarning rahbarlari, mutaxassislar hamda ommaviy axborot vositalari vakillari ishtirokida O'zbekiston Respublikasi Davlat byudjetining 2015-yilning I-yarim yilligi yakunlari to'g'risidagi hisoboti ko'rib chiqildi.

Yig'ilishda ta'kidlanganidek, 2015-yil birinchi yarimiga ko'ra mamlakat yalpi ichki mahsulotining 8,1 foizga, sanoat mahsulotlari ishlab chiqarishning 8,1 foizga o'sishiga erishildi. Alohida ta'kidlandiki, iqtisodiyotdagi tarkibiy va sifat o'zgarishlar hamda ijobiy tendensiyalar nafaqat uning barqaror va balansli rivojlanishini ta'minladi, balki aholi bandligi va daromadlarining o'sishiga salmoqli turtki berdi, shuningdek Davlat byudjeti YAIMga nisbatan 0,2 foiz profitsit bilan ijro etish imkonini berdi.

Joriy yilning 1-yarim yilligida Davlat byudjetini 119,9 mlrd. so'mlik profitsit bilan ijro etildi.

Aholi daromadlariga soliq yukini kamaytirish maqsadida 2015-yil 1-yanvardan jismoniy shaxslardan olinadigan daromad solig'ining to'rt pog'onali stavkasining kiritilishi va eng kam ish haqining bir baravariga "0" stavkasini qo'llash va mos ravishda boshqa guruhlar bo'yicha stavkalarni bir foiz punktga oshirish natijasida byudjet daromadlari mutanosib ravishda kamayishiga olib kelmasdan, balki aholining real daromadlarining oshishi va yangi ish o'rinlarining yaratilishi hisobiga jismoniy shaxslardan olinadigan daromad solig'i o'tgan yilning shu davriga nisbatan 18,6 foizga oshdi va 1 831,9 mlrd. so'mni tashkil etdi.

Hisobot davrida faol investitsiya siyosatini olib borilishi natijasida iqtisodiyotimizning yetakchi tarmoqlarida zamonaviy yuqori texnologiyalarga asoslangan uskunalar bilan jihozlangan 490 ta korxona eksportga jalb qilindi. Tashqi savdo balansidagi ijobiy saldo 83,4 mln. AQSH dollarini tashkil qildi.

Texnologik jarayonlar va hom-ashyo hamda materiallar sarflash normalarini oqilona tashkil etish, yo'qotish va noishlab chiqarish harajatlarini bartaraf etish, shuningdek, ishlab chiqarilayotgan mahsulotlar raqobatbardoshligini oshirishga doir chora-tadbirlar doirasida yil boshidan buyon yirik korxonalarda qiymati 43,3 mln. AQSH dollarlik 819 ta ma'nan va jismonan eskirgan uskunalar yangisiga almashtirilgan.

Sanoat korxonalarini modernizatsiya qilish, texnik va texnologik yangilash hamda diversifikatsiya qilish ko'lamini kengaytirish, iste'mol tovarlari, mahalliylashtirilayotgan va eksport mahsulotlar ishlab chiqarishning o'sishini rag'batlantirish, korxonalar moliyaviy barqarorligini oshirish hamda raqobat muhitini shakllantirishga oid chora-tadbirlarning amalga oshirilishi sanoat tarmoqlarida tarkibiy tub o'zgarishlarni yanada chuqurlashtirish imkonini berdi.

Aholi punktlarini obodonlashtirish harajatlari 387,8 mlrd. so'mni tashkil etib, shundan:

aholi punktlarini obodonlashtirish va shahar, shaharcha va tumanlardagi boshqa infratuzilmalarni qo'llab-quvvatlashga -249,3 mlrd. so'm; mahalliy ahamiyatga ega avtomobil yo'llarni saqlashga - 53,6 mlrd. so'm; qabristonlar obodonlashtirilishiga - 45,4 mlrd. so'm;

ko'chalarni yoritishga - 20,6 mlrd. so'm; va obodonlashtirish bilan bog'liq harajatlarga - 18,9 mlrd. so'm ajratildi. Hisobot davrida markazlashtirilgan investitsiyalarni moliyalashtirish harajatlariga Davlat byudjeti mablag'lari hisobidan 853,4 mlrd. so'm mablag' ajratildi.

Amalga oshirilayotgan faol investitsiya siyosatining hamda iqtisodiyot tarmoqlari va sohalarini modernizatsiya, texnik va texnologik yangilash, infratuzilmani rivojlantirish bo'yicha chora-tadbirlarning davom ettirilishi o'zlashtirilgan investitsiyalar hajmini 9,8 foizga, shu jumladan to'g'ridan-to'g'ri investitsiyalar va kreditlar hajmini 10,9 foizga oshishi ta'minladi. 2015-yil uchun Investitsiya dasturi doirasida 63 loyihani amalga oshirish ishlari tugatildi. 1866 ishlab chiqarish obyektlari foydalanishga topshirildi. 585 turdagi yangi mahalliylashtirilgan mahsulotlarni ishlab chiqarish o'zlashtirildi. Investitsiyaviy faollikning o'sishi qurilish pudrat ishlari hajmini 18 foizga oshirish imkonini berdi.

O'zlashtirilgan investitsiyalar umumiy hajmining 1,5 mlrd. AQSH dollari yoki 21,3 foizini horijiy investitsiya va kreditlar (o'sish 11 foiz), jumladan, 1,2 mlrd. AQSH dollarini to'g'ridan-to'g'ri horijiy investitsiyalar (o'sish 10,9 foiz) tashkil qildi.

Bundan tashqari, tarmoqlararo sanoat kooperatsiyasini kengaytirish va yirik sanoat korxonalari uchun chetdan olib kelinadigan butlovchi buyumlar va materiallar ishlab chiqarishni mahalliylashtirishga doir chora-tadbirlar samarasida joriy yilning birinchi yarmida import hajmini 196,8 mln. AQSH dollariga qisqartirishga erishildi.

Shu bilan birga deputatlar tomonidan byudjetdan ajratilayotgan mablag'larning samarali va maqsadli sarflanishini ta'minlashga mutasaddi vazirliklar va idoralar, hokimliklar mas'uliyatini yanada oshirish, byudjetdan mablag' oluvchi tashkilotlarda moliyaviy intizomga rioya etilishi hamda Byudjet kodeksi talablarini bajarilishi yuzasidan nazoratni yanada kuchaytirish hamda ularni ijrosini to'liq ta'minlash borasida amaliy takliflar bildirildi.

Ayni paytda, deputatlar joylarda xo'jalik yurituvchi subyektlar tomonidan soliq qonunchiligiga rioya qilinishini ta'minlash va bu sohada mamlakatimizda yaratilgan barcha imtiyozlardan unumli foydalanish, byudjetlararo munosabatlarni optimallashtirish, mahalliy byudjetlarning daromadlar bazasini mustahkamlash, hududlarda iqtisodiy muhitni bozor talablari darajasida tashkil etish, investitsion faoliyatni yanada faollashtirish masalalariga alohida e'tibor qaratdilar.

1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
