Joriy yilning 11 iyun kuni O’zbekiston Respublikasi Oliy Majlisi Qonunchilik  palatasida mamlakatimiz Davlat byudjetining 2014 yil va 2015 yil birinchi choragi yakunlari bo'yicha ijrosi muhokamasi yuzasidan  navbatdagi majlis bo'lib o'tdi. Maruzalarda qayd etilganidek iqtisodiy dasturning muhim ustuvorliklarini maqsadli va tizimli asosda tatbiq etish natijasida ko'rib chiqilayotgan davrda barqaror o'sish yuqori sur'atlari, makroiqtisodiy muvozanat, mamlakat iqtisodiyoti modernizatsiyasi va diversifikatsiyasining saqlab qolinishi ta'minlandi. Bu aholi bandligi va daromadlari darajasi oshishiga, shuningdek Davlat byudjeti profitsit bilan ijro etilishiga olib keldi.

Deputatlar kunning birinchi yarmida mamlakatimiz Konstitutsiyasida belgilangan parlament vakolatlariga muvofiq O’zbekiston respublikasi Vazirlar Mahkamasining O'zbekiston Respublikasi Davlat byudjetining va davlat maqsadli jamg'armalari byudjetlarining 2014 yildagi ijrosi to'g'risidagi hisobotini batafsil ko'rib chiqishdi. Ushbu masala bo'yicha O'zbekiston Respublikasi Bosh vazirining birinchi o'rinbosari – Moliya vaziri Rustam Azimov ma'ruza bilan so'zga chiqdi.

Takidlanganidek 2014 yilda fuqarolarning real daromadlari 10,2 foizga, byudjet tashkilotlari xodimlarining o'rtacha oylik ish haqi, pensiyalar, ijtimoiy nafaqa va stipendiyalar miqdori 23,2 foizga oshdi. Hisobotni har tomonlama muhokama qilish chog'ida siyosiy partiyalarning barcha fraksiyalari va ekologik harakatining deputatlar guruhi vakillari so'zga chiqishdi.

Tadbirkorlar va ishbilarmonlar harakati – O'zbekiston Liberal-demokratik partiyasidan so'zga chiqqan deputatlar bank tizimidagi islohotlar iqtisodiyotimizning barqaror o'sish sur'atlarini ta'minlashda eng muhim omil bo'lganligini, buning natijasida tijorat banklarining jami kapitali deyarli 25 foizni tashkil etganligini ta'kidlab o'tishdi. Bank tizimining mustahkamlanishi 2014 yilda Markaziy bankning qayta moliyalash stavkasini 12 foizdan 10 foizga va tijorat banklarining kreditlar bo'yicha foiz stavkasini ham shunga mos ravishda kamaytirish uchun zarur imkoniyatlar yaratdi.

“Milliy tiklanish” demokratik partiyasi fraksiyasi a'zolari o'z saylovoldi platformasidan kelib chiqib, eksport qiluvchi korxonalarni har tomonlama qo'llab-quvvatlash va eksportni diversifikatsiya qilish, mahalliy mahsulotni sotishning yangi bozorlarini o'zlashtirish bo'yicha qabul qilinayotgan chora-tadbirlarning yuqori natijalariga alohida e'tibor qaratishdi. Xususan, o'tgan yilda 500 dan ziyod yangi korxonalar, birinchi navbatda, kichik biznes sub'ektlari eksport faoliyatiga jalb etildi.

O'zbekiston Xalq-demokratik partiyasi fraksiyasidan so'zga chiqqanlar o'tgan yilda ijtimoiy sohani yanada rivojlantirish, mamlakatimiz aholisining daromadlari va turmush darajasini muttasil oshirib borish masalalari xukumat e'tiborining markazida bo'lganligini qayd etishdi. Hisobot davrida ijtimoiy soha va aholini ijtimoiy himoya qilish xarajatlarini moliyalashtirish uchun davlat byudjetidan 18493,8 mlrd. so'm yoki umumiy xarajatlarning 58,8 foizi miqdorida mablag' ajratildi.

O'zbekiston “Adolat” sotsial-demokratik partiyasi fraksiyasi a'zolari tomonidan hisobot davrida Vazirlar Mahkamasi ilm-fanni rivojlantirishga katta e'tibor qaratganligi, bu esa partiyaning dasturiy vazifalariga to'liq mos kelishi alohida e'tirof etildi.

O'tkan yilda ilm-fanni rivojlantirishga 187 mlrd. so'm yoki 2013 yilga nisbatan 13,6 foizga ko'p mablag' sarflandi. Ijtimoiy soha xarajatlarining asosiy qismini tashkil    etgan     ta'lim    tizimi    muassasalarini     saqlash    va  rivojlantirish xarajaglariga Davlat byudjetidan 10 673,5 mlrl so'm mablag'  ajratildi.

Shundan: - umumiy ta'lim bo'yicha maktabgacha   ta'lim   muassasalariga    1 trln 234  mlrd. so'm,   umumga'lim maktablariga 5 trln  764  mlrd. so'm , musiqa va san'ag maktablariga 151,3 mlrd. so'm,  akademik litseylarga - 204,0 mlrd. so'm,  kasb-hunar kollejlariga – 2 trln  098,9 mlrd. so'm,  oliy ta'lim muassasalariga - 494,0 mlrd. so'm mablag' ajratildi.

Shuningdek O'zbekiston ekologik harakati deputatlar guruhining a'zolari atrof muhitni va aholi sog'lig'ini muhofaza qilish davlatimiz siyosatining ustuvor yo'nalishlari qatoriga kiritilganligini ta'kidladi. Shu bois O'zbekistonda mustaqillikka erishgan ilk kunlardan boshlab tabiiy resurslardan oqilona foydalanishga, hozirgi va kelgusi avlodlar uchun atrof muhitni saqlashga qaratilgan yo'nalish qabul qilingan edi.

Majlisda etrof eilganidek  2014 yilda sog'liqni saqlash tizimini yanada isloh qilish va rivojlantirish bo'yicha izchil va maqsadli olib borilayotgan ishlarga alohida e'tibor qaratildi. Aytib o'tilganidek, 2014 yilda sog'liqni saqlashni rivojlantirishga 4 507,2 mlrd. so'm yoki ijtimoiy soha va aholini ijtimoiy qo'llab quvvatlash barcha xarajatlarining 24,4 foizi yo'naltirildi. Bu 2013 yilga nisbatan 21,5 foizga ko'pdir. Shundan dori darmonlar, tibbiyotda foydalaniladigan vositalar, vaksinalar va bakteriologik preparatlar xarid qilish uchun 134,1 mlrd.so'm ,    oziq ovqat mahsulotlari uchun 67,8 mlrd.so'm mablag' yo'naltirildi. Xususan, Ambulatoriya xizmatlariga 1 324,8 mlrd.so'm, shifoxona va maxsus klinikalar xizmatlariga 2 351, mlrd.so'm, sog'liqni saqlash sohasidagi boshqa xizmatlarga 423,8 mlrd.so'm mablag' ajratildi.

Kunning ikkinchi yarmida deputatlar Davlat byudjetining va davlat maqsadli jamg'armalari byudjetlarining 2015 yil birinchi choragidagi ijrosi to'g'risidagi hisobotni ko'rib chiqishdi . Ushbu masala yuzasidan O'zbekiston Respublikasi moliya vazirining o'rinbosari Mubin Mirzayev ma'ruza bilan so'zga chiqdi.

Qayd etilganidek yil boshidan buyon mintaqalarni ijtimoiy-iqtisodiy rivojlantirish hududiy dasturlarini amalga oshirish doirasida 434 ta yangi ishlab chiqarish obyekti foydalanishga topshirildi. Kichik biznes subyektlariga 2,8 trln. so'm yoki  2014 yilning birinchi choragidagiga nisbatan 1,3 barobar ko'p bank kreditlari ajratildi. Aniq maqsadga yo'naltirilgan chora-tadbirlar kompleksini amalga oshirish natijasida joriy yilning birinchi choragi mobaynida 141 mingtadan ortiq yangi ish o'rinlari yaratildi , ulardan  88 mintadan ortig'i yoki 62,6 foizi qishloq joylariga to'g'ri kelmoqda.

Shuningdek Keksalarni e'zozlash yili davlat dasturi doirasida keksalarga zarur e'tibor berish va har tomonlama qo'llab-quvvatlash, ularga tibbiy va ijtimoiy xizmat ko'rsatish darajasi va sifatini oshirish bo'yicha tadbirlarni faol amalga oshirish boshlandi, ushbu tadbirlarni moliyalashtirishga barcha manbalar hisobidan qariyb 593 mlrd. so'm yo'naltirildi.

Oliy Majlis Qonunchilik palatasi Davlat byudjetining va davlat maqsadli jamg'armalari byudjetlarining 2015 yil birinchi choragidagi ijrosi to'g'risidagi hisobotni tasdiqladi va tegishli qaror qabul qildi.

1.1. При выдаче кредита частному лицу банк проводит анализ кредитоспособности заемщика.
1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.
1.3. Для определения кредитоспособности могут быть использованы следующие критерии

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.
  • To change the phone number registered in the Milliy App, please come to the NBU branch which is convenient for you with your identity document.
  • An e-wallet is a system to store funds, as well as transfer money through an app to an account or bank card.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
  • Visa Direct is a service for money transfer using the Milliy Mobile App to more than 50 countries of the world, including Visa cards of Uzbekistan banks.
