Mehnat va ijtimoiy masalalar qo'mitasi Davlat byudjetining 2014 yildagi hamda 2015 yilning birinchi choragidagi ijrosi yakunlarini ko'rib chiqdi

Shu kunlarda parlament quyi palatasi qo'mitalarida deputatlar, tegishli vazirlik va idoralarning rahbarlari, mutaxassislar ishtirokida O'zbekiston Respublikasi Davlat byudjetining 2014 yildagi hamda 2015 yilning birinchi choragidagi ijrosi yakunlari ko'rib chiqilmoqda. Mazkur masalaga bag'ishlangan navbatdagi yig'ilish joriy yilning 8 iyun kuni O’zbekiston Respublikasi Oliy majlisi Qonunchilik palatasida  Mehnat va ijtimoiy masalalar qo'mitasi tomonidan tashkil etildi.

Yig'ilishda mamlakatimizda barcha jabxalarda islohotlarning tizimli davom ettirilayotganligi, demokratik islohotlarni yanada chuqurlashtirish va fuqarolik jamiyatini rivojlantirish konsepsiyasining ustuvor yo'nalishlarini hamda 2014 yilga iqtisodiy dasturning eng muhim vazifalarini izchil amalga oshirilayotganligi, hisobot davrlarida iqtisodiyotning yuqori barqaror sur'atlarda o'sishini va makroiqtisodiy muvozanatlilikni ta'minlanganligi ta'kidlab o'tildi.

O’zbekiston Respublikasi Oliy Majlisi tomonidan tasdiqlangan 2014 yilgi Ish o'rinlari tashkil etish va aholi bandligini ta'minlash dasturiga asosan 980 mingdan ortiq, jumladan, yoshlar, kasb-hunar kollejlari bitiruvchilari uchun yangi ish o'rinlari yaratildi.

Qo'mita a'zolari ish o'rinlari tashkil etish va aholi bandligini ta'minlashda kichik biznes va xususiy tadbirkorlik sohasi muhim ahamiyat kasb etganiga e'tibor qaratdilar. Xususan, 2014 yilda mazkur sohada 480 mingdan ortiq yangi ish o'rni tashkil etildi, yoki bu yaratilgan jami ish o'rinlarining yarmidir. Bugungi kunda iqtisodiyotning ushbu sohasida ish bilan band bo'lgan aholining 76,5 foizdan ziyodi mehnat qilmoqda. 2000 yilda bu ko'rsatkich 49,7 foizni tashkil qilgan.  

Deputatlar iqtisodiyotda 2014 yil davomida erishilgan ijobiy-tarkibiy siljishlar, sifatli o'zgarishlar va tendensiyalar uning barqaror va balansli rivojlanishini ta'minladi, aholi bandligi va daromadining o'sishiga ko'maklashdi, shuningdek, O'zbekiston Respublikasi Davlat byudjetini (Davlat byudjeti) yil boshida belgilangan 1 421,5 mlrd. so'mlik defitsit (YAIMga nisbatan 1 foiz) o'rniga 305,1 mlrd. so'mlik (YAIMga nisbatan 0,2 foiz) profitsit bilan ijro etish imkonini berganiga alohida e'tibor qaratdilar.

Yalpi ichki mahsulotni shakllantirishda kichik biznes va xususiy tadbirkorlik sohasining ulushi 2000 yildan buyon 31 foizdan 56,1 (2013 yilda — 55,8%) foizga, sanoat mahsulotlari ishlab chiqarishda 12,9 foizdan 31,1 (2013 yilda- 28,1%) foizga o'sdi.

2014 yilda tijorat banklari ,tomonidan kichik biznes va xususiy tadbirkorlik subyektlariga 9 trillion so'mdan ortiq yoki 2013 yilga nisbatan 1,3 barobar ko'p, shu jumladan, 2 trillion so'mga yaqin miqdordagi mikrokreditlar ajratildi. Bu o'tgan yilga qaraganda 39 foiz ko'pdir. So'nggi besh yilda kichik biznesni kreditlash hajmi qariyb 5 barobarga ko'paydi.

Takidlanganidek o'tgan yilda ijtimoiy sohani yanada rivojlantirish, mamlakatimiz aholisining daromadlari va turmush darajasini muttasil oshirib borish masalalari Hukumat e'tiborining markazida bo'ldi. Buning natijasida, 2014 yilda xalqimizning real daromadlari 10,2 foizga oshdi, o'rtacha oylik ish haqi, pensiya, ijtimoiy nafaqa va stipendiyalar 23,2 foizga ko'paydi.

Tadbirda 2014 yilda ijtimoiy soha va aholini ijtimoiy himoya qilish xarajatlarini moliyalashtirish uchun Davlat byudjetidan 18 493,8 mlrd. so'm yoki umumiy xarajatlarning 58,8 foizi miqdorida mablag' ajratilganligi va bu xarajatlar YAIMga nisbatan 12,8 foizni tashkil etganligi alohida ko'rsatib o'tildi.

Shuningdek, 2014 yilda sog'liqni saqlash tizimini yanada isloh qilish va rivojlantirish borasidagi ishlar izchil va tizimli asosda davom ettirilgani qo'mita vakillarining e'tiborida bo'ldi. Xususan o'tgan 2014 yilda sog'liqni saqlashni rivojlantirishga Davlat byudjetidan 2013 yilga nisbatan 21,5 foizga ko'p ya'ni 4507,2 mlrd. so'm yoki ijtimoiy sohaga ajratilgan mablaglarning 24,4 foizi yo'naltirigan. 2014 yilda 133 ta tibbiyot muassasasi yangitdan qurildi va rekonstruksiya qilindi.

Yig'ilishda e'tirof etilganidek, Prezidentimiz tomonidan joriy yilga belgilab berilgan ustuvor vazifalarning tizimli joriy etilishi, 2015 yilning birinchi choragida ham mamlakat iqtisodiyotida muhim ijobiy o'zgarishlarni ta'minladi. Jumladan, yalpi ichki mahsulot hajmi 7,5 foizga, sanoat mahsulotlari ishlab chiqarish 7,9 foizga, shu jumladan iste'mol tovarlari ishlab chiqarish hajmi 11,2 foizga, qishloq xo'jaligi mahsulotlari yetishtirish 6,3 foizga, qurilish ishlari hajmi 18,9 foizga o'sdi.

Joriy yilning 1 choragida Davlat byudjetining daromadlari 7 trln. 638,7 mlrd. so'mni, xarajatlari esa 7 trln.615,6 mlrd.so'mni tashkil etdi hamda yalpi ichki mahsulotga nisbatan 0,1 foiz miqsorida profitsit bilan ijro etildi.

O’zbekiston Respublikasi Oliy Majlisi tomonidan tasdiqlangan 2015 yilgi Ish o'rinlari tashkil etish va aholi bandligini ta'minlash dasturiga asosan 141 mingdan ortiq yangi ish o'rinlari tashkil etildi. Tashkil etilgan ish o'rinlarining 62,6 foizi yoki 88 mingtadan ortig'i qishloq joylariga to’g’ri keldi.

Ijtimoiy xarajatlarning umumiy harajatlardagi ulushi 2015 yilning 1-choragida 56,7 foizni yoki 4319,9 mlrd.so'mni tashkil qilib, YAIMgi ushbu xarajatlarning ulushi 14,1 foiz bo'ldi.

Shu bilan bir qatora hisobot davrlarida ayrim byudjet tashkilotlarida mablag'larning maqsadsiz sarflanishiga, ularning noqonuniy ishlatilishi bilan    - bog'liq     moliyaviy     huquqbuzarliklarga     yo'l     qo'yilayotganligi muhokamalarda deputatlarning diqqat markazida bo'ldi.

Shu bilan birga deputatlar tomonidan byudjetdan ajratilayotgan mablag'larning samarali va maqsadli sarflanishini ta'minlashga mutasaddi vazirliklar va idoralar, hokimliklar mas'uliyatini yanada oshirish, byudjetdan mablag' oluvchi tashkilotlarda moliyaviy intizomga rioya etilishi yuzasidan nazoratni yanada kuchaytirish hamda ular ijrosini to'liq ta'minlash borasida amaliy takliflar bildirildi.

Ushbu masalalarda tegishli - vazirlik, idoralar vakillarining axborotlari tinglandi. Jumladan, Sog'liqni saqlash vazirining "2014 yil va 2015 yil 1-choragida sog'liqni saqlash tizimini yanada isloh qilish va rivojlantirish borasidagi amalga oshirilgan ishlar hamda 2015 yil davomida bajarshshshi lozim bo'lgan vazifalar to'g'risida"gi hamda Pensiya jamg'armasi diretori birinchi o'rinbosarining "2014 yil va 2015 yil 1-chorak yakunlari bo'yicha Byudjetdan tashqari pensiya jamg'armasining daromad va xarajatlarining bajarilishi hamda 2015 yil yakuniga qadar amalga oshirilishi lozim bo'lgan vazifalar to'g'risida"gi axborotlari eshitildi.

Tadbirda deputatlar tomonidan bildirilgan fikr-mulohazalar va takliflar muhokama qilinib, ko'rib chiqilgan masalalar yuzasidan Qo'mitaning tegishli qarori qabul qilindi.

1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
  • Visa Direct is a service for money transfer using the Milliy Mobile App to more than 50 countries of the world, including Visa cards of Uzbekistan banks.
