Joriy yilning 15-sentyabr kuni O'zbekiston Respublikasi Oliy Majlisi Qonunchilik palatasining navbatdagi majlisi bo'lib o'tdi.  Unda deputatlar, tegishli vazirlik va idoralarning rahbarlari, ekspertlar, ommaviy axborot vositalari vakillari ishtirok etdi.

Deputatlar mamlakatimiz Konstitutsiyasida Qonunchilik palatasiga berilgan vakolatlarga muvofiq Vazirlar Mahkamasining O'zbekiston Respublikasi Davlat byudjetining va davlat maqsadli jamg'armalari byudjetlarining 2015-yil birinchi yarim yilligidagi ijrosi to'g'risidagi hisobotini batafsil ko'rib chiqishdi.

Taqdim etilgan hisobot Oliy Majlis Qonunchilik palatasining qo'mitalarida Vazirlar Mahkamasi, vazirlik va idoralar, nodavlat notijorat tashkilotlarining vakillari, soha ekspertlari, OAV ishtirokida dastlabki tarzda ko'rib chiqildi. Siyosiy partiyalar fraksiyalarida keng tahliliy ishlar o'tkazilgan bo'lib, bu deputatlarga elektorat manfaatlari va dasturiy maqsadlardan kelib chiqqan holda mamlakatimiz bosh moliyaviy hujjati ijrosining borishiga nisbatan o'zlarining qat'iy nuqtai-nazarini ishlab chiqish imkonini berdi.

Majlisda O'zbekiston Respublikasi Moliya vazirining o'rinbosari M.Mirzayev ushbu masala yuzasidan  ma'ruza bilan so'zga chiqdi.

O'zbekiston Respublikasi Prezidenti tomonidan mamlakatimiz Hukumatining joriy yil              16-yanvarida bo'lib o'tgan majlisida belgilangan 2015-yilgi iqtisodiy dasturning eng muhim vazifalari va ustuvor yo'nalishlarining amalga oshirilishi, shuningdek iqtisodiyot tarmoqlari va sohalarini rivojlantirishning o'rta muddatli dasturlarini amalga oshirishni davom ettirish birinchi yarim yillikda asosiy makroiqtisodiy ko'rsatkichlar ijobiy dinamikasi saqlab qolinishini hamda iqtisodiyot tarmoqlari va sohalarining yanada muvozanatli rivojlanishi uchun mustahkam asos yaratilishini ta'minlaganligi ta'kidlandi.

Chunonchi, joriy yilning birinchi yarim yilligi bo'yicha mamlakat yalpi ichki mahsulotining (YAIM) o'sishi 8,1 foizni tashkil etdi, sanoat mahsuloti ishlab chiqarish hajmi ham 8,1 foizga oshdi. Inflyatsiya darajasi prognoz ko'rsatkichlaridan oshmadi. Bunda makroiqtisodiy barqarorlikni yanada mustahkamlashda tashqi savdo aylanmasining  ijobiy saldosi kuzatildi.

Chuqur o'ylangan, puxta pul-kredit va soliq-byudjet siyosatining amalga oshirilganligi Davlat byudjeti daromad qismining prognoz ko'rsatkichlariga nisbatan 100,3 foizga ijrosini ta'minlab, bu YAIMga nisbatan 23,6 foizni tashkil etdi. Davlat byudjetining harajatlari YAIMga nisbatan 23,4 foizni tashkil etib, bu O'zbekiston Respublikasi Davlat byudjetini YAIMga nisbatan 0,2 foiz profitsit bilan bajarish imkonini berdi.

Byudjet siyosatining ijtimoiy yo'naltirilganligi saqlab qolinmoqda: harajatlar qismining            9,2 foizi ijtimoiy sohani rivojlantirishga yo'naltirilgan.

Hisobotni har tomonlama muhokama qilish chog'ida Qonunchilik palatasidagi siyosiy partiyalar fraksiyalari, O'zbekiston ekologik harakatidan deputatlar guruhi vakillari tomonidan eshitilgan hisobot yuzasidan fikrlar bildirildi.

Xususan, Tadbirkorlar va ishbilarmonlar harakati — O'zbekiston Liberal-demokratik partiyasidan so'zga chiqqan deputatlar mamlakatimiz iqtisodiyotida amalga oshirilayotgan islohotlarning samaradorligini qayd etib, iqtisodiyotning barqaror o'sishi sur'atlarini ta'minlashda, binobarin, davlat g'aznasini ham ko'paytirishda kichik biznes va xususiy tadbirkorlikning tobora oshib borayotgan rolini ta'kidladilar. Soliq yuki ancha kamayib borayotganligi sharoitida kichik korxonalar va mikrofirmalardan yagona soliq to'lovi tushumlari o'tgan yilning tegishli davriga nisbatan 22,8 foizga oshdi. Bu tatbiq etilayotgan soliq imtiyozlari va preferensiyalar samaradorligidan guvohlik beradi.

Shu bilan birga, davlat organlari mansabdor shaxslarining tadbirkorlik sohasidagi qonun hujjatlarini ijro etishlari ustidan nazoratni kuchaytirish zarurligi ta'kidlab o'tildi. Bu ayniqsa

O'zbekiston Respublikasi Prezidentining 2015-yil 15-maydagi Farmoni asosida «O'zbekiston Respublikasining ayrim qonun hujjatlariga xususiy mulkni, tadbirkorlik subyektlarini ishonchli himoya qilishni yanada kuchaytirishga, ularni jadal rivojlantirish yo'lidagi to'siqlarni bartaraf etishga qaratilgan o'zgartish va qo'shimchalar kiritish to'g'risida»gi Qonun qabul qilinganligi munosabati bilan dolzarb ahamiyat kasb etadi. Qonun qoidalarini tushuntirish bo'yicha ishlarni amalga oshirish, tadbirkorlarni soliq solish tartibi va soliqqa oid huquqbuzarliklar uchun mas'uliyatini liberallashtirishdagi o'zgarishlar to'g'risida o'z vaqtida xabardor qilish  zarur.

O'zbekiston «Milliy tiklanish» demokratik partiyasi fraksiyasi a'zolari o'z saylovoldi dasturidan kelib chiqqan holda, eksport qiluvchi korxonalarni har tomonlama qo'llab-quvvatlash va eksportni diversifikatsiyalash, mamlakatimizda ishlab chiqilgan mahsulotni sotish uchun yangi bozorlarni o'zlashtirish bo'yicha qabul qilingan chora-tadbirlarning yuqori natijalariga alohida e'tibor qaratdilar. Korxonalar raqobatbardoshligini oshirish, tashqi bozorlarda xaridorgir bo'lgan mahsulot chiqarish bo'yicha yangi quvvatlarni yurgizishni rag'batlantirish yuzasidan qabul qilingan choralar natijasida yil boshidan eksport faoliyatiga yana 493 ta korxona jalb qilindi.  168 ta yangi turdagi tovarlarning eksporti amalga oshirildi. 255 ming tonna meva-sabzavot mahsuloti eksport qilindi, eksport hajmi 7,4 foizga oshdi.

O'zbekiston Xalq-demokratik partiyasi fraksiyasidan so'zga chiqqanlar 2015-yil birinchi yarim yilligida Davlat byudjeti mablag'larining qariyb 60 foizi ijtimoiy sohaga yo'naltirilganligiga majlis ishtirokchilarining diqqatini qaratdilar. Bunda O'zXDP aholini manzili ijtimoiy himoya qilishni ta'minlash, ijtimoiy qo'llab-quvvatlash tizimini yanada rivojlantirish tarafdori ekanligi ta'kidlandi.

Iqtisodiyotdagi ijobiy-tarkibiy siljishlar, sifatli o'zgarishlar va tendensiyalar, balansli rivojlanish aholi bandligining o'sishiga imkon berdi. Yangi ish o'rinlari yaratish va aholi bandligini ta'minlash dasturini tizimli amalga oshirish natijasida 2015-yilning birinchi yarim yilligida   441,8 ming yangi ish o'rinlari yaratildi, shundan  274,9 ming ish o'rni yoki 62,2 foizi qishloq joylarida yaratildi. O'zXDP fraksiyasi a'zolari bundan buyon ham kasb-hunar kollejlari bitiruvchilarini ishga joylashtirish, ushbu jarayon ustidan nazoratni kuchaytirish masalasi dolzarb ekanligini ta'kidladilar. Aholi bandligiga ko'maklashish jamg'armasi mablag'larining samaradorligini va maqsadli ishlatilishini ta'minlash bo'yicha qo'shimcha choralar ko'rish muhimligi ham ta'kidlab o'tildi.

O'zbekiston “Adolat” Sotsial-demokratik partiyasi fraksiyasi a'zolarining fikricha, hisobot davrida ta'lim va sog'liqni saqlash borasidagi xarajatlar ijtimoiy soha xarajatlari tarkibida hamon ko'proq qismni tashkil qilmoqda. Bunda aholini ijtimoiy qo'llab-quvvatlash va farovonligini oshirishga Davlat byudjetidan 1049,8 milliard so'm ajratildi. “Keksalarni e'zozlash yili” Davlat dasturida nazarda tutilgan tadbirlarni faol amalga oshirish ijtimoiy himoyani kuchaytirish, ayniqsa keksalarning, jismoniy imkoniyati cheklangan shaxslarning ijtimoiy himoyasini kuchaytirish imkonini berdi. Joriy yilning birinchi yarim yilligida Davlat dasturini amalga oshirishga 1,5 trln.so'm, shuningdek 37 mln AQSH dollaridan ortiq mablag' yo'naltirildi.

O'zbekiston ekologik harakati deputatlari guruhi a'zolari ta'kidlaganlaridek, atrof muhitni va aholi salomatligini muhofaza qilish davlat siyosatining ustuvor yo'nalishlari qatoriga kiradi. Bu atmosfera havosini, suv va yer resurslarini, hayvonot va o'simlik dunyosini muhofaza qilish bo'yicha tadbirlarni amalga oshirish imkonini berdi. Tozalash inshootlarini qurish va ta'mirlash ishlari amalga oshirildi. Aholining sifatli ichimlik suvidan foydalana olishini oshirish va aholi punktlarining sanitariya holatini yaxshilash bo'yicha chora-tadbirlar izchil amalga oshirilmoqda. Yilning o'tgan davrida xalqaro moliya institutlari mablag'lari hisobidan 48,6 million AQSH dollari va Davlat byudjetidan 191,2 milliard so'm mablag' o'zlashtirildi.

Muhokama chog'ida bildirilgan fikr-mulohazalarni hisobga olgan holda Oliy Majlis Qonunchilik palatasi O'zbekiston Respublikasi Davlat byudjetining va davlat maqsadli jamg'armalari byudjetlarining 2015 yil birinchi yarim yilligidagi ijrosi to'g'risidagi hisobotni tasdiqladi hamda tegishli qaror qabul qildi.

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.
  • To change the phone number registered in the Milliy App, please come to the NBU branch which is convenient for you with your identity document.
  • An e-wallet is a system to store funds, as well as transfer money through an app to an account or bank card.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
  • Visa Direct is a service for money transfer using the Milliy Mobile App to more than 50 countries of the world, including Visa cards of Uzbekistan banks.
