2016-yil 1-aprel kuni Toshkent shahrida O'zbekiston Respublikasi Oliy Majlisi Senatining beshinchi yalpi majlisi o'z ishini davom ettirdi.

Yalpi majlisning ikkinchi kunini senatorlar O'zbekiston Respublikasi Markaziy bankining 2015-yildagi faoliyati to'g'risidagi hisobotni ko'rib chiqishdan boshladilar. Ta'kidlanganidek, Markaziy bankning o'tgan yildagi faoliyati «O'zbekiston Respublikasining Markaziy banki to'g'risida»gi qonunga muvofiq amalga oshirildi hamda Vazirlar Mahkamasining 2015-yil 16-yanvarda bo'lib o'tgan majlisida O'zbekiston Respublikasi Prezidenti Islom Karimov tomonidan belgilab berilgan vazifalarni va Markaziy bankning avvalgi hisobotlari yakunlari bo'yicha qabul qilingan Oliy Majlis Senatining tegishli qarorlarini bajarishga qaratildi.

Hisobot yilida banklarning kapitallashuv darajasini oshirishga, ikvidlikni mustahkamlashga doir choralar ko'rilishi va depozit bazasi oshirilishi natijasida yuksak reyting ko'rsatkichlariga va iqtisodiyotning real sektoriga ajratilayotgan kreditlar hajmi oshishiga erishilgani senatorlar tomonidan qayd etildi. Bank tizimida erishilgan ko'rsatkichlar umume'tirof etilgan xalqaro normalarga mos bo'libgina qolmay, balki ayrim yo'nalishlar bo'yicha ularning ba'zilaridan ortiq hamdir.

2015-yilda bank tizimining yanada mustahkamlanishi, banklar kapitallashuv darajasining oshishi va investitsiya faoliyatining kengayishi ta'minlandi. Bank tizimining umumiy kapitali 2014-yilga nisbatan 23,3 foizga oshdi va 7,8 trillion so'mni tashkil etdi. Oxirgi 5 yilda bu ko'rsatkich 2,4 baravar o'sdi. Mamlakat bank tizimi kapitalining yetarlilik darajasi qariyb 24 foizni tashkil etdi, bu esa Bazel qo'mitasi tomonidan belgilangan umume'tirof etilgan xalqaro standartlarning eng kam darajasidan 3 baravar ortiqdir, bank tizimining likvidligi eng yuqori indikator baholardan 2 baravar yuqori bo'ldi.

Hisobot yilida banklarning jami aktivlari 25,1 foizga ko'paydi va 2016-yilning 1-yanvar holatiga ko'ra 65,2 trillion so'mni tashkil etdi.

Pul-kredit siyosati 2015-yilda iste'mol narxlari indeksi bo'yicha mo'ljallangan inflyatsiya darajasini ta'minlashga ko'maklashdi. 2014-yilga nisbatan inflyatsiya darajasi (6,1%) 0,5 foizga pasaydi va 5,6 foizni tashkil etdi.

2015-yilda tijorat banklari tomonidan iqtisodiyotning real sektoriga yo'naltirilgan kreditlarning umumiy hajmi 27,3 foizga oshdi. Ichki mablag'lar hisobidan ajratilgan kreditlar tijorat banklari kredit portfelining umumiy summasida 86,7 foizni tashkil etdi, shundan 79,8 foizi investitsiya maqsadlariga ajratilgan uzoq muddatli kreditlardir.

Banklar investitsiya kreditlari hajmlarining kengaytirilishi iqtisodiyot tarmoqlarini modernizatsiyalash uchun hamda texnik va texnologik qayta jihozlashga doir investitsiya loyihalarini amalga oshirish uchun muhim ahamiyat kasb etdi. 2015-yilda tijorat banklari tomonidan ushbu loyihalarga 10,2 trillion so'mlik kreditlar ajratildi, bu esa 2014-yilga nisbatan 20 foizga ko'p demakdir.

Iqtisodiyotning texnik va texnologik yangilanishini qo'llab-quvvatlash, uning raqobatbardoshligini keskin oshirish, eksport salohiyatini yuksaltirish, innovatsion va energiya tejovchi texnologiyalar asosida yangi korxonalar tashkil etish, jahon bozorida talabga ega yangi mahsulot turlarini ishlab chiqaruvchi korxonalarni o'zlashtirish orqali bank tizimining investitsiya siyosatini kuchaytirish natijasida moliyaviy-iqtisodiy barqarorlik ta'minlandi.

Hisobot davrida kichik biznes va tadbirkorlik sub'ektlariga tijorat banklari tomonidan ajratilgan kredit hajmi 2014-yilga nisbatan 1,3 baravar oshdi.

Kasb-hunar kollejlari bitiruvchilarining biznes loyihalarini moliyaviy qo'llab-quvvatlashga alohida e'tibor qaratildi. Ular o'z biznesini yaratishlari va egallagan bilim hamda ko'nikmalarini amaliyotda qo'llashlari uchun ularga qariyb 280 milliard so'm ajratildi, bu esa 2014-yildagidan 1,3 baravar ko'pdir.

Bank xizmatlari turlari yildan-yilga kengayib bormoqda. Jumladan, mijozlarga ko'rsatilayotgan xizmatlar hajmi oxirgi besh yilda 3,5 baravar oshdi, shu jumladan, 2015-yilning o'zida 1,3 baravar oshdi.

Bank tizimining barqarorligi, unga bo'lgan ishonchning oshishi, aholi daromadlarining ko'payishi aholining va xo'jalik yurituvchi sub'ektlarning bo'sh pul mablag'larini depozitlarga jalb qilishning kafolati bo'lib xizmat qildi.

Natijada 2015-yilda bank tizimida amalga oshirilgan islohotlar iqtisodiyotning yuqori sur'atlarda barqaror o'sishini ta'minlashning va aholi farovonligini oshirib borishning asosiy omili bo'lib xizmat qildi.

Mamlakat bank tizimida erishilgan ijobiy natijalar xalqaro reyting agentliklari bergan baholarda o'z aksini topdi. Oxirgi olti yil mobaynida «Mudis» reyting agentligi O'zbekiston bank tizimiga «barqaror» reytingini berib kelmoqda.

Jahon bankining ma'lumotlariga ko'ra, O'zbekiston hozirgi vaqtda tadbirkorlik faoliyati uchun ishchanlik muhitini yaxshilash sohasida oxirgi yilda eng yaxshi natijaga erishgan jahon mamlakatlarining birinchi o'ntaligiga kiradi. Shuni alohida qayd etish lozimki, «yangi biznesni qo'llab-quvvatlash» va «kichik biznes sub'ektlariga kreditlar berish» kabi mezonlar bo'yicha O'zbekiston oxirgi uch yilda 154-o'rindan 42-o'ringa ko'tarildi, o'tgan yilning o'zidagina o'z reytingini 63 o'ringa yaxshilab oldi.

Ta'kidlanganidek, joriy yilda O'zbekiston Respublikasi Markaziy banki tomonidan barqaror pul-kredit siyosatini olib borish davom ettirildi, bank tizimi kapitalini oshirish, aholi va xo'jalik yurituvchi sub'ektlarning banklardagi depozitlari miqdorini ta'minlash, axborot-kommunikatsiya texnologiyalarini keng qo'llash hisobiga va ko'rsatiladigan bank xizmatlari hajmini oshirish choralari ko'rilmoqda, shuningdek, bank nazorati tizimiga Bazel qo'mitasining yangi tavsiyalarini joriy etish nazarda tutilmoqda.

Hisobotni muhokama qilish chog'ida senatorlar O'zbekiston Respublikasi Markaziy bankining faoliyatini yanada takomillashtirishga qaratilgan taklif va tavsiyalarni bildirdilar. Xususan, bank-moliya tizimining barqarorligini saqlash, omonatchilar, qarz oluvchilar va kreditorlar manfaatlari himoya qilinishini ta'minlash, aholi va xo'jalik yurituvchi sub'ektlarning pul mablag'larini uzoq muddatli depozitlarga jalb qilish hisobiga banklarning resurs bazasini mustahkamlash, kichik biznes va xususiy tadbirkorlik rivojlanishini rag'batlantirish, banklarning investitsiya faoliyatini yuksaltirish, shuningdek, mintaqalarni ijtimoiy-iqtisodiy rivojlantirish dasturlarida nazarda tutilayotgan loyihalarni moliyalashtirish maqsadida banklar va boshqa moliya muassasalari faoliyati ustidan nazorat qilish samaradorligini oshirish tavsiya etildi.

Shundan so'ng senatorlar O'zbekiston Respublikasi Tabiatni muhofaza qilish davlat qo'mitasi raisining O'zbekiston Respublikasi Tabiatni muhofaza qilish davlat qo'mitasining 2015-yildagi faoliyati to'g'risidagi hisobotini eshitdilar.

Tabiatni muhofaza qilish davlat qo'mitasining 2015-yildagi faoliyati atrof-muhitni muhofaza qilish va tabiiy resurslardan oqilona foydalanish sohasidagi qonunchilik hujjatlariga rioya etilishi ustidan davlat nazorati samaradorligini oshirishga, ekologiya to'g'risidagi qonunchilik hujjatlarini takomillashtirishga qaratilganligi ta'kidlandi. Tabiatni muhofaza qilish davlat qo'mitasining o'tgan yildagi hisoboti yakunlari bo'yicha qabul qilingan Oliy Majlis Senatining qarorini ijro etishga doir tadbirlar amalga oshirildi.

«Ekologik nazorat to'g'risida»gi qonunni ijro etish maqsadida Tabiatni muhofaza qilish davlat qo'mitasi tashabbusiga ko'ra jamoat ekologik nazoratini amalga oshirish yuzasidan bir qator amaliy chora-tadbirlar ko'rildi, normativ-huquqiy hujjatlar qabul qilindi, bu esa atrof-muhit muhofazasini ta'minlashda fuqarolik jamiyati institutlarining davlat organlari bilan hamkorligi samaradorligini oshirishga, tabiatdan foydalanuvchilarning tabiiy resurslardan oqilona foydalanish borasidagi javobgarligini kuchaytirishga ko'maklashdi. Senatorlar ushbu qonunning Tabiatni muhofaza qilish davlat qo'mitasi tomonidan ijro etilishini va bu sohadagi huquqni qo'llash amaliyotining samaradorligini batafsil muhokama qildilar.

2015-yilda Oliy Majlis Qonunchilik palatasining qo'mitalari bilan hamkorlikda tabiatni muhofaza qilish sohasidagi amaldagi qonunchilik hujjatlarini takomillashtirish yuzasidan faol ish olib borildi.

Tabiatni muhofaza qilish davlat qo'mitasi tomonidan atrof-muhitni muhofaza qilish, tabiiy va biologik resurslardan oqilona foydalanish hamda ularni tiklash yuzasidan 2015-yilda 14 ta mintaqaviy dastur taklif etildi va hukumat tomonidan ma'qullandi.

2013-2017-yillarda O'zbekiston Respublikasida atrof-muhit muhofazasi bo'yicha harakatlar dasturini, shuningdek, uning asosida qabul qilingan hududiy dasturlarni ro'yobga chiqarishga alohida e'tibor qaratildi.

Energiyaning qayta tiklovchi manbalarini joriy etish, ekologik toza tovarlar ishlab chiqarish kabi masalalar ham diqqat markazida bo'ldi.

Tabiatni muhofaza qilish davlat qo'mitasi tomonidan tabiiy muhit ifloslanishini monitoring qilish va baholash tizimini takomillashtirish, chiqindilarni boshqarish, qo'riqlanadigan tabiiy hududlar tizimini, ekologik turizmni, qayta tiklanadigan energetikani va boshqa muhim yo'nalishlarni rivojlantirish kabi muhim sohalarda xalqaro hamkorlik rivojlantirildi.

Tabiatni muhofaza qilish davlat qo'mitasi tomonidan 2015-yilda olib borilgan aniq maqsadga qaratilgan ishlar natijasida tabiatni muhofaza qilish bo'yicha normativ-huquqiy baza mustahkamlandi, davlat ekologik nazorati kuchaytirildi hamda kichik va o'rta biznes zimmasiga tushadigan yuk kamaytirildi, tarmoqlararo boshqaruv takomillashtirildi hamda xalqaro hamkorlik rivojlantirildi. Bajarilgan ishlar tabiiy muhit sifatiga, biologik xilma-xillikni saqlashga va tiklashga qo'yilgan talablarga rioya etilishini ta'minlash imkonini berdi.

Hisobotni muhokama qilish chog'ida senatorlar Tabiatni muhofaza qilish davlat qo'mitasi faoliyatining samaradorligini – ham davlat ekologik nazoratining, ham jamiyat ekologik nazoratining ta'sirchanligini oshirishga doir qo'shimcha chora-tadbirlar ko'rish yuzasidan taklif va tavsiyalarni bildirdilar.

Shundan so'ng senatorlar O'zbekiston Respublikasining Konstitutsiyaviy sudi, Oliy sudi va Oliy xo'jalik sudi tarkibiga o'zgartishlar kiritish, O'zbekiston Respublikasining Turkmanistondagi Favqulodda va muxtor elchisini tayinlash to'g'risidagi masalalarni hamda O'zbekiston Respublikasi Oliy Majlisi Senatining vakolatiga taalluqli boshqa masalalarni ko'rib chiqdilar.

Barcha ko'rib chiqilgan masalalar yuzasidan O'zbekiston Respublikasi Oliy Majlisi Senatining tegishli qarorlari qabul qilindi.

Senatning ikki kunlik majlisi chog'ida 14 ta masala, shu jumladan, demokratik, ijtimoiy-siyosiy, sotsial-iqtisodiy islohotlarni bosqichma-bosqich va izchil chuqurlashtirishga, Asosiy qomusimiz qoidalarini amalda ro'yobga chiqarishga, mamlakatimizdagi investitsiyaviy muhitning o'ziga jalb etuvchanligini oshirishga, tadbirkorlik sub'ektlari uchun ishchanlik muhiti va qulay shart-sharoitlar yaratishga, aholining turmush darajasini yanada yuksaltirishga, mamlakatimizda barqarorlik hamda farovonlikni mustahkamlashga qaratilgan to'rtta qonun ko'rib chiqildi.

Shuning bilan O'zbekiston Respublikasi Oliy Majlisi Senatining beshinchi yalpi majlisi o'z ishini yakunladi.

1.1. При выдаче кредита частному лицу банк проводит анализ кредитоспособности заемщика.
1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.
1.3. Для определения кредитоспособности могут быть использованы следующие критерии

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.
  • To change the phone number registered in the Milliy App, please come to the NBU branch which is convenient for you with your identity document.

Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
  • Visa Direct is a service for money transfer using the Milliy Mobile App to more than 50 countries of the world, including Visa cards of Uzbekistan banks.
